Vacancy: Founding Director

The Human Rights Resource Centre for ASEAN is a new initiative to support the work of the ASEAN Inter-Governmental Commission on Human Rights. The Centre is expected to fulfill its mission through research and support for broader development of the understanding of human rights in Southeast Asia in accordance with the ASEAN Political-Security and Socio-Cultural Community Blueprints that call for research, training, education on human rights, and the organization of conferences, workshops, and public forums designed to promote dialogue on human rights issues in the region. The Centre will have two main components: 1) a core staff of human rights professionals working at the Centre’s headquarters in Jakarta, Indonesia, and 2) a network of Partner Institutions and Affiliated Institutions that will participate in the research and training agenda of the Center.

The Director is expected to provide inspiring leadership in building the Centre and defining its regional role. This will involve developing the Centre’s research agenda in relation to regional human rights concerns, implementing initiatives in human rights training and education, and establishing relations with major regional stakeholders. He or she will also be responsible for building a core staff of regional professionals and coordinating the agenda of the Centre with the network of Partner Institutions. The Director is expected to work closely with the Centre’s Board of Governors and other research professionals and partners to develop the Centre’s research vision and strategy. The position will be based in Jakarta, Indonesia and will require travel in the region.

The candidate should preferably hold a doctorate or PhD equivalent in a relevant field and have a minimum of 10 years’ working experience in an institutional leadership role relating to human rights in Southeast Asia. He or she must have proven research experience, preferably involving the organization of large scale projects related to human rights. Proven leadership and managerial ability, and deep familiarity with regional human rights issues and institutions are also important qualifications. He or she must be a citizen of an ASEAN country. Fluency in the English language is a prerequisite and knowledge of at least one of the languages of the ASEAN Member States will be an advantage. Remuneration will be commensurate with qualifications and experience.
