Ride-sharing or application-based transportation is a transportation service that uses mobile applications to connect users with drivers, for example, Uber and Gojek. Users can easily order a vehicle to travel. One of the main advantages of application-based transportation is convenience and comfort. Users can quickly order vehicles via the application with just a few touches on the smartphone screen.

According to Dr. M. Ari Setiawan in his dissertation “Governance Design in policy formulation in the Era of Disruption. Case Study of Application-Based Transportation Policy in Indonesia”, this concept has the potential to drive economic growth and benefit people. However, it is also important to be aware of consumer protection, data security, and fairness in economic distribution.

Moreover, the contribution of application-based transportation to the economy is significant in many aspects, such as employment. Some positive impacts are increasing accessibility, efficiency, employment opportunities, and national income. Application-based transportation significantly impacts the national economy, including providing work and stimulating other sectors. This positive influence certainly supports and contributes to the country’s economic growth and development.

On the other hand, Dr. Ari said that the government’s regulations as a public policy have caused controversy and conflict between stakeholders, including the legality of this application’s mode of transportation being deemed not by laws. The indicators of failure in formulating public policy on application-based transportation are a lawsuit to the Supreme Court, stakeholder dissatisfaction, and public participation. These problems show that the governance of public policy-making has not been optimal, and a policy formulation process that involves all stakeholders has not been implemented.

From research conducted by Dr. Ari, it was found that the success of Singapore’s application-based transportation governance design could inspire other countries to develop policy formulation, such as integrating public transportation with smart applications, regulating the highest standards, setting minimum fares, providing incentives for public transport users, and using advanced technology to improve safety and quality. Moreover, the collaboration between the government (Ministry of Transportation, Ministry of Communication and Information, Ministry of Manpower, Ministry of Health) in implementing safe, reliable, and integrated application-based transportation is necessary.

Another important thing is e-participation in governance design in formulating application-based transportation policies in Indonesia. Thus, it can accept different perspectives, transparency, accountability, strengthen democracy, and improve service quality. The involvement of the community and stakeholders will help achieve the goals of transportation development. “It can be concluded that responsive governance design is essential in formulating application-based transportation policies in Indonesia in the era of disruption,” said Dr. Ari.

Ari became the 39th doctor from the Faculty of Administrative Sciences at the University of Indonesia with the title of Very Satisfactory. The doctoral promotion was held on Tuesday (09/1) at the Auditorium, Tower M Faculty of Administrative Sciences UI Depok, chaired by Prof. Dr. Chandra Wijaya, M.Si., M.M., with Promoter Dr. Roy Valiant Solomon, M.Soc.Sc., and Co-Promoter Prof. Dr. Teguh Kurniawan, M.Sc. Meanwhile. The examiners are Dr. Gloriani Novita Christin, M.T., Dr. Tjuk Sukardiman, M.Sc., Prof. Dr. Amy Yayuk Sri Rahayu, M.Sc., Prof. Dr. Eko Prasojo, Mag.rer.publ., and Dr. Phil Reza Fathurrahman, MPP.
