The development of the National Integrity Zone is President Joko Widodo’s work program—implemented by the Ministry of Empowerment of State Apparatus and Bureaucratic Reform (KemenPANRB)—as an effort to realize good governance of government agencies towards a Corruption-Free Area (WBK) and a Clean Serving Bureaucratic Area (WBBM). To achieve the Integrity Zone predicate, there are six areas that become the focus of assessment related to change. They are change management, management arrangement, human resource management (HR) management, strengthening supervision, strengthening performance accountability, and improving the quality of public services.

“The strategy of accelerating bureaucratic reformation in creating an Integrity Zone is carried out on a bottom-up basis. This means, it must be done from the smallest unit before finally carrying out a complete bureaucratic reformation within an agency,” said Muh. Ali Akbar as Secretary II of the Integrity Zone of the Directorate General of Higher Education and Research and Technology, at the socialization of the Integrity Zone Award 2022 held by the Universitas Indonesia (UI), to support the implementation of the National Integrity Zone Development.

The Integrity Zone Award 2022 aims to prepare faculties, graduate schools, and vocational programs to be able to represent UI in the Integrity Zone Development selection in work units under the Ministry of Education, Culture, Research, and Technology of the Republic of Indonesia and at the national level. This program is expected to change UI governance so that public services are more effective and transparent, and the realization of UI that is free from Corruption, Collusion and Nepotism.

During the socialization that was held for two days (17–18 May), the UI Integrity Zone Award 2022 implementation mechanism was explained. There are several stages that participants have to go through, which are socialization since May 17, faculties/schools/vocational program assistance to fill out the Evaluation Worksheet (May 23–September 30), assessment of interview forms by the jury (17–28 October), and UI awards. Integrity Award Zone 2022 (14–18 November).

According to the University Secretary of Universitas Indonesia, dr. Agustin Kusumayanti, M.Sc., Ph.D., to achieve higher achievements is not easy. It must be achieved through innovations. The Integrity Zone of educational institutions does not only cover the education or performance of an institution, but also relates to services, educational transformation, and innovations that can improve the quality of campuses.

The UI Award Integrity Zone has been accelerated by the UI Chancellor, Prof. Ari Kuncoro, S.E., M.A., Ph.D., since 2020. In 2021, the UI Integrity Zone Award won by the Faculty of Medicine which will represent UI in the 2023 National Integrity Zone competition. Previously, in 2021, Faculty of Public Health Universitas Indonesia won an award for the work unit category with the title of Corruption-Free Area—after two years of preparation—in the Integrity Zone assessment by the Ministry of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia. Faculty of Medicine UI is expected to be able to follow in the footsteps of Faculty of Public Health in the Ministry of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia award in 2023.

Prof. Sabarinah, UI Faculty of Public Health Dean for 2019–2021 period, told the experience of the faculty as the faculty that representing UI in the National Integrity Zone Competition. According to him, the challenge to achieve rank in the Integrity Zone of a corruption-free region is something that is shocking. Faculty of Public Health of UI has the principle of performing as high and best as possible with integrity. Integrity is honesty and authority which is shown through the system and the quality of human resources. Therefore, Faculty of Public Health of UI made several innovations by developing several service innovations and strengthening human resources and organizations, one of which was by adding a work unit that specifically handled the Integrity Zone, namely the Faculty Secretary, this unit was led directly by Faculty of Public Health of UI education staff.

“This award from the Ministry of State Apparatus Empowerment and Bureaucratic Reform of the Republic of Indonesia is a trigger for the Universitas Indonesia environment. We don’t want only one faculty or work unit that get recognition, both by the Ministry of Education and Research and Technology and nationally. Therefore, the UI Integrity Award Zone Competition is held to achieve a complete step-by-step evaluation, allocation, and transformation of the university,” said Vishnu Juwono, Ph.D., as the Head of the Transformation, Risk Management, and Evaluation Monitoring (TREM) Universitas Indonesia.

Reformation through the construction of an Integrity Zone is important because the community directly assesses the performance of the agency in solving problems. Since 2020, Directorate General of Higher Education, Research, and Technology Ministry of Education, Culture, Research, and Technology has proposed an Integrity Zone program which has become a learning model and has been proven through Faculty of Public Health Universitas Indonesia. In 2025, Indonesia will enter a world-class government so that development goals are expected to run without corruption, collusion, and nepotism, and all programs and bureaucratic permits run smoothly.

The socialization event for the 2022 Integrity Zone Award held at Universitas Indonesia Convention Center and broadcast through the platform Zoom are also attended by Secretary I of the Dikti-Research Integrity Zone, Suwitno, S.E., M.M.; Head of TREM UI, Dr. Poeti Nazura; Dean of the Faculty of Agricultural Technology Universitas Brawijaya, Prof. Dr. Ir. Imam Santoso, M.P.; The Dean of the Faculty of Economics and Business, Universitas Padjadjaran, Prof. Dr. Nunuy Nur Afiah, M.S., Ak.; as well as the ranks of deans/directors and staff from 14 faculties, graduate schools, and vocational education programs at UI.
