The Dean of the Faculty of Law, Universitas Indonesia (FLUI), Dr. Edmon Makarim, argues that the use of cyber technology is closely related to the national interests of each country. Indonesia must safeguard the sovereignty and interests of the nation in the cyber realm, in particular by paying great attention to the sovereignty aspect in data protection, as well as law enforcement against various cyber attacks and crimes.

“There needs to be clarity of legal responsibility regarding the potential risks of cyber product vulnerabilities. Strengthening the legal framework at the statutory level also needs to be prioritized,” said Dr. Edmon in a Focus Group Discussion (FGD) held by FHUI online, on Monday (30/5). The event titled “Cyber Resilience in the Context of National Resilience” was attended by the Head of the National Cyber and Crypto Agency (NCCA), Lt. Gen. TNI (Purn.) Hinsa Siburian; Professional Staff of the National Defense Institute of the Republic of Indonesia, Marsda TNI (Purn.) Baskoro Arianto; Director of Corporate Affairs Microsoft Indonesia, Ajar Edi; as well as Chief Technology Officer of Microsoft Indonesia, Panji Wasmana.

Letjen TNI (Purn.) Hinsa Siburian conveyed, NCCA has taken strategic steps to improve the quality of cyber security in Indonesia. NCCA carries out various innovations to increase national cyber technology independence and improve the quality of response to various cyber incidents, through strengthening the National Security Operations Center (NSOC) and building a Computer Security Incident Response Team (CSIRT) for the private and government sectors.

Cyber security is part of the strategic issue of national security, especially in the aspect of digital transformation. In addition to cyber security, other strategic issues of national security in the scope of digital transformation include aspects of the economy 4.0, digital infrastructure, and cyber defense. “To realize strong national resilience, it is necessary to develop national cyber resilience through cyber resilience policies,” said Marsda TNI (Purn.) Baskoro Alrianto.

Economic recovery and increasing economic resilience after the Covid-19 pandemic are closely related to cyber security. Along with the increasing use of digital technology in the pandemic era, the potential risk due to the number of cyber attacks also increases. Ajar Edi and Panji Wasmana said that Microsoft’s contribution to improving the quality of cyber security has been made through various technological innovations and increasing the capacity of human resources. The alliance of businessmen, government, and academics is also seen as very important to improve the quality of national cyber resilience.

To succeed in digital transformation, it is necessary to have a comprehensive cyber security and resilience policy that takes into account technical, social and economic aspects. Indonesia’s cyber security and resilience policies are expected to involve multi-stakeholders from the government, industry, academia, and the community. This is done so that the policy can be right on target and have a big impact.
