FHUI, Microsoft, and BSSN Launch Digital Resilience and Cyber Security Academy

Various cyber incidents, especially regarding the disclosure of personal data that should be protected, indicate the importance of strengthening the competence of parties working on personal data controllers and/or personal data processors. There are various competencies needed to realize a quality personal data protection system in Indonesia, but one competency that all state apparatus should have is competence regarding cyber security and resilience. In addition to offering special courses on this topic, as well as special courses on the topic of personal data protection and the topic of government systems for public services at the undergraduate level, the Faculty of Law, University of Indonesia (FH UI) has designed cyber security and resilience educational materials intended for apparatus circles. country. Furthermore, FH UI is working with the National Cyber and Crypto Agency (BSSN) and Microsoft Indonesia to host it in a program called Digital Resilience and Cyber Security Academy.

Dean of FH UI, Dr. Edmon Makarim, said that this academy is a triple helix forum for collaborating with each other in terms of education, research, and community service. It is hoped that this collaboration can improve the quality of Indonesia’s digital ecosystem, so that every electronic system implementation in Indonesia can operate safely, reliably and responsibly.

In early December 2022, the Digital Resilience and Cyber Security Academy held its first activity, named Training of Trainers on Digital Resilience and Cyber Security for Government Officials. As many as 30 state apparatus are planned to be trained to have competence as Digital Resilience and Cyber Security Trainers.

Director of Human Resources for Cyber Security and Password BSSN, Mohammad Ikro, M.Sc., said, “In line with capacity building on the Global Cybersecurity Index (GCI), the cyber security sector requires national human resources with capabilities that are in line with technological developments and threats. existing cyber. Improving HR capabilities is a necessity that absolutely needs to be a national concern,” he said.

In 2020, Indonesia managed to rank 24th on the GCI. This ranking has increased from the previous, where Indonesia was ranked 41st in 2018. Indonesia itself at the regional level, ranks 16th in Asia Pacific and ranks 3rd in ASEAN after Singapore and Malaysia.

The next speaker, Director of Corporate Affairs Microsoft Indonesia, Ajar Edi, said that Microsoft found more than 24 trillion signals received threats in a day. In helping Indonesia’s resilience to these cyber threats, Microsoft can contribute with its competence in identifying them.

“On the other hand, according to our observations, cybersecurity is of course critical. The hope is that the conversation about cybersecurity will not only emerge when something comes out and attracts the attention of many parties, but this has become a real need. So there must be good harmony in preparing regulations, preparing competencies or abilities, and continuing to foster a the community spirit (to improve the quality of Indonesia’s cyber security),” said Ajar Edi.

Microsoft Indonesia Cyber Security & Compliance Specialist, Francis Indromojo in his closing statement suggested that the state apparatus should not forget about cloud knowledge because cloud adoption is currently at a high rate. “Laws that are sufficiently supportive, I think, cannot escape the scope for implementing cloud technology, of course, especially in government. And also in terms of competence it needs to be emphasized that indeed security must be based on a framework. It does seem procedural, but implementing the framework is quite important because it reduces unwanted risks,” said Francis.
