Health Policy Reform through Strengthening Indonesia’s Health Resilience System

PROF. DR. DRG. WACHYU SULISTIADI, MARS : HEALTH POLICY REFORM THROUGH STRENGHTENING INDONESIA’S HEALTH RESILIENCE SYSTEM

Rector of Universitas Indonesia (UI), Prof. Ari Kuncoro, SE, MA, Ph.D., inaugurated two professors from the UI Faculty of Public Health (FKM), namely Prof. Drs. Bambang Wispriyono, Apt., Ph.D., and Prof. Dr. drg. Wachyu Sulistiadi, MARS., on Wednesday (30/11). Both of them are the 17th and 16th UI Professors who will be inaugurated in 2022. In his inaugural speech, Prof. Wachyu Sulistiadi delivered a presentation regarding health policy reform through strengthening Indonesia’s health resilience system.

According to him, awareness of the vulnerability of the national health system and the global health system has never been more attractive to become a global concern, especially with the presence of Covid-19. The loss of life, global economic disruption, massive social inequality, and the collapse of even the most basic health services show what happens when a crisis hits and health systems are caught unprepared. The current health security system is seen as an important component in every country around the world,” said Prof. Wachyu. The National Health System (SKN) is an umbrella for health management that is organized by all components of the Indonesian nation in an integrated manner and supports each other in shocks or normal conditions that ensures optimal health status is achieved. Prof. Wachyu stated that SKN reform must begin and end by prioritizing human beings; starting with human investment, and ending with human dignity.

Meanwhile, the health resilience system is at all stages by preparing preventive capacity, surveillance detection capacity, response capacity, and recovery capacity,” he said.

The health resilience system will strengthen the national health system by strengthening the four capacities. First, by reducing vulnerability and increasing alternative choices of solutions while opening up many opportunities so that good governance; second, the information system is always functioning, can adapt to various risks; third, the ability of health workers is sufficient; and fourth, logistics are met and have tough health efforts.

“Along with the increasingly complex and dynamic development of health problems, it is necessary to reform health policies as a strategic step in determining better policies. In sustainable health development by taking lessons from resilience and the national health system, it is necessary to reform the national health system which is based on policy reforms which include reforming the systematics of health policy, reforming the institutional ministry of health to become the ministry of public health, and reforming health policy by strengthening resilience. He advised that taking the momentum of Indonesia’s G20 Presidency Summit, as the host and also a member of the G20 International Cooperation forum, Indonesia is expected to be pro-active and able to use this moment to prevent the recurrence of the powerlessness of the national health system in facing unexpected shocks by prioritizing the nation’s wisdom and independence. .

Hasanudin, M.Ag.

Prof. Wachyu is a lecturer at the Department of Health Administration and Policy, FKM UI. He completed his Bachelor of Dentistry at UI, in 1990; then continued his studies postgraduate program Master of Hospital Administration FKM UI, 1997; and won the title of Doctor of Public Health Sciences FKM UI, 2014. Currently serves as Dean of the Faculty of Health Sciences UPN Veterans Jakarta for the 2018-2022 period.
