“At Gunung Padang Site Tourist Village, we have provided CHSE (cleanliness, health, safety, and environment) training and during the earthquake yesterday, I received news from the village head that there was only minor damage at the gate, and there were no casualties. We definitely have to collaborate on this preparedness with Universitas Indonesia (UI), which has a myriad of the best students and researchers to increase the resilience of tourist destinations in Indonesia,” said Dr. H. Sandiaga Salahuddin Uno, B.B.A., M.B.A., Minister of Tourism and Creative Economy (Kemenparekraf)/Indonesian Tourism and Creative Economy Agency (Baparekraf), at Makara Art Center (MAC) UI on Wednesday, January 11, 2023. He was present at the event initiated by Disaster Risk Reduction Center (DRRC), which is “Appreciation Day Program Matching Fund 2022”, as a form of appreciation to all parties involved in Kedaireka activities.

At the event, Rector of UI Prof. Ari Kuncoro, S.E., M.A., Ph.D. gave an award to Dr. H. Sandiaga Salahuddin Uno, B.B.A., M.B.A., who has helped make the program successful. This event is a collaboration of Kemenparekraf/Baparekraf in Matching Fund Grant Program of Kedaireka organized by the Directorate General of Higher Education, Research, and Technology (Dirjen Dikti), Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) 2022. UI and Kemenparekraf have successfully implemented a world-class tourist village development program (world class goddess) through the implementation of CHSE and disaster mitigation.

The aim of this program is to identify CHSE and disaster risks as well as improve the quality of human resources (HR) in tourist villages through the implementation of the works of lecturers, alumni, and students with Kemenparekraf. This activity, which is part of Merdeka Belajar Kampus Merdeka (MBKM), can be converted into 20 semester credit units (SKS) for students who participate in it.

The Kedaireka UI–Kemenparekraf program has been well implemented. This is evident from the identification of CHSE risks and disaster mitigation that have been implemented in 58 tourist villages. Field verification activities for CHSE training and disaster mitigation have also been carried out in eight provinces, which are West Java, Central Java, Yogyakarta, East Kalimantan, Bali, West Nusa Tenggara, East Nusa Tenggara and West Sumatra.

In this activity, an analysis of the impact of disasters was also carried out in five tourism locations, as well as the implementation of crisis management and destination governance in several regions. In addition, currently 20 modules and 20 e-learning videos are available on Edurisk platform. UI and Kemenparekraf have also launched Sistem Informasi Desa Wisata (SideWita), DeWita Panic Button, and DeWita VTTX which can be accessed by Indonesian people.

According to Prof. Ari, tourism is one of the sectors that supports the acceleration of the economy after the Covid-19 pandemic. This is because tourism encourages people to mobilize to other areas. It is hoped that the Tourist Village, which is run by UI and Kemenparekraf, can become a driving force for the economy and post-pandemic recovery of tourism activities. The Kedaireka program from Kemendikbudristek creates easy synergy between universities and partners in one platform.

“Through the Matching Fund Kedaireka Program, UI, especially Occupational Health and Safety (OHS) FKM UI lecturers, can work together Kemenparekraf in developing world-class Tourist Villages through the implementation of CHSE and Disaster Mitigation. This activity was part of the MBKM implementation which was attended by more than 100 undergraduates, masters, and doctoral students, as well as alumni, practitioners from various faculties and multidisciplines. We express our deepest gratitude to all parties who have contributed so that various innovations and CHSE technologies and disaster mitigation can be created which are the great creations of this collaboration,” said Prof. Ari.

Echoing Prof. Ari’s view, Sandiaga Uno said that the increase in people’s mobility occurred due to the exact handling of the pandemic in Indonesia. By 2022, Indonesia’s tourism has achieved “recover faster, rise stronger”. However, the potential for tourism in Indonesia is directly proportional to nature and culture. Indonesia has beautiful tourism as well as high disaster potential. For this reason, mitigation steps and concrete solutions are needed that can be collaborated together.

On the same occasion, UI also expressed appreciation to the Minister of Education, Culture, Research, and Technology of Indonesia, Nadiem Anwar Makarim, B.A., M.B.A., as the initiator of the Kedaireka Program, who on that occasion was represented by Director General of Higher Education, Research, and Technology, Kemendikbudristek, Prof. Ir. Nizam, M.Sc., DIC, Ph.D., IPU, Asean Eng. Prof. Nizam in his remarks said that the transformation of higher education carried out by Kemendikbudristek is often misunderstood as a short-term oriented higher education vocationalization towards the function of education. In fact, according to him, this transformation is precisely to relate the campus of education to the campus of life. The campus must understand what is needed by the community through downstream and upstream innovation.

“Downstreaming means designing research and innovation from the beginning that is in line with the needs of the community while upstreaming is working directly to help the community, for example in the fields of health, empowerment, and environmental management. Lecturers and students must be able to tailor these programs so that consortiums can be accelerated in the fields of electric vehicles, marine, agriculture, education, social, economics, and health. Therefore, our joint synergy is needed to make this society and nation more advanced,” said Prof. Nizam.

Head of DRRC UI Prof. dr. Fatma Lestari, M.Si, Ph.D. thanked Prof. Nizam for launching this program so hopefully it can strengthen and improve the quality of world-class tourist villages. “This education also supports the recovery of national economy so that it can compete at the global level. UI has developed Edurisk, a risk education platform that has been registered with IPR. SideWita has been developed and integrated with the national tourism information system so that it is expected to become a media for monitoring and evaluation,” said Prof. Fatma.

In addition to appreciation for Kemendikbudristek and Kemenparekraf, honors were also given to 9 Proposal Teams, 10 Speakers, 16 Facilitators, 9 Assistant Facilitators, and 50 Students who contributed directly to the success of this program. The award was given by Vice Chancellor for Research and Innovation drg. Nurtami, Ph.D., Sp,OF(K); Dean of the Faculty of Public Health Prof. dr. Mondastri Korib Sudaryo, M.S., D.Sc.; and Prof. Fatma.

Appreciation was also given to the Crisis Management Coordinator of Kemenparekraf Danesta Febianto Nugroho, S.St. Par., M.A., M.E.; Director of Destination Management Indra Ni Tua, S.T. M. Comm.; Inspector II, Kemenparekraf/Baparekraf, Kamal Rimosan, S.H.; Head of Communication Bureau, Kemenparekraf/Baparekraf, Dr. Ayu Dewi Hendriyani; and Expert Staff for Crisis Management, Fadjar Hutomo, S.T., MMT., CFP.
