Prof. Dr. Putu Wuri Handayani was inaugurated as Professor in the Field of E-health Sciences, Faculty of Computer Science (Fasilkom) Universitas Indonesia (UI). The inauguration procession was led by the Rector of UI, Prof. Ari Kuncoro, S.E., M.A., Ph.D., and was held at the Convention Hall, UI Depok Campus, today (Wednesday, 20/12). Prof. Wuri was inaugurated as a professor after delivering a scientific oration entitled “Rationalization in Optimal E-Health Implementation”.

In her speech, Prof. Wuri said that implementing an optimal E-health system in health organizations is necessary in an effort to achieve public health and facilitate the exchange of health information, especially for patient referrals. The urgency of the E-health implementation initiative is supported by several factors, including climate change; epidemics and pandemics resulting in increasingly necessary exchange and integration of health data; as well as the increasingly rapid development of Information Systems (IS) and Information Technology (IT).

E-health is a health service application and the provision of health information sent via the internet network and related technology. Referring to Law Number 17 Year 2023 concerning health, E-health is an Electronic-Based Health Information System and Government System (SPBE). Hospitals need E-health applications such as Hospital Management Information Systems (SIMRS); m-health; telemedicine; Personal Health Record, Supply Chain Management; Customer Relationship Management; and Business Intelligence.

Prof. Wuri said, “IS principles need to be adopted to support optimal E-health development. In developing e-health applications, the main principles implemented include compliance, integration or interoperability, reliability and data security. The principle of data security is absolutely necessary to ensure that data and e-health systems can be used safely so that good data privacy management can be achieved.”

Due to the abundance of health information, especially during the pandemic, it is necessary to establish an independent national information and telecommunications structure for managing data from e-health which can involve representatives of the private sector, academics, as well as central and regional governments. Prof. Wuri recommends that the government formulate a comprehensive and integrated process to collect and integrate surveillance data from existing health technology, namely electronic medical records, electronic prescriptions, SIMRS, Community Health Center Information Systems, m-health, telemedicine/telehealth, and social networks.

In addition, because digitalization in the health sector is becoming more massive, the government and health organizations must increase the number of IS/IT Human Resources (HR) as well as formulate career paths for IS/IT HR in health service facilities. Then, improving the quality of IS/IT human resources must also be supported by increasing competency through providing IS/IT related training by experts from universities or IS/IT practitioner experts so that they can keep up with trends in scientific development in the IS/IT field.

With an optimal implementation of E-health, health organizations can improve their IS/IT capabilities in a sustainable manner. Prof. Wuri assesses that the use of health data management will be increasingly needed in the future to assist analytical processes in health organizations. This can help healthcare organizations in making decisions. The ability of health facilities to keep up with IS/IT developments such as artificial intelligence, big data, blockchain, and so on is very necessary in providing increasingly optimal health services to patients.

Before conducting a study on the implementation of E-health, Prof. Wuri has done a lot of similar research. Some of them are Challenges of vaccination information system implementation: A systematic literature review (2023); Impact of Social Media Usage on Users’ COVID-19 Protective Behavior: Survey Study in Indonesia (2023); and Barriers and facilitators of personal health record adoption in Indonesia: Health facilities’ perspectives (2022).

Prof. Dr. Putu Wuri Handayani completed her BA in Computer Science at UI in 2004; completed the Master of Science Program at the Faculty of Informatics, Fulda University of Applied Sciences, Germany in 2008; and obtained a Doctorate in Computer Science at UI in 2016. Currently, Prof. Wuri serves as Coordinator of the Fasilkom UI Undergraduate Information Systems Study Program, Editor in Chief of the Journal of Information Systems, and the Data Management Steering Committee of PT Medikaloka Hermina.

The inauguration procession of professor Prof. Wuri was also attended by Professor of Binus University and Deputy Chair of the Permanent Commission for Higher Education, Research and Technology, WKU Education and Culture, Indonesian Chamber of Commerce and Industry (KADIN), Prof. Dr. Ir. Meyliana, S.Kom., MM, IPU, CDMS, CBDMP, CME; Hermina’s Director of Digital Development, dr. Dian Ekawati, MARS; Hermina Regional Director, drg. Susi Setiawaty MARS; and Hermina’s Finance Director, Aristo Setiawidjaja B.Sc., MBA.
