Universitas Indonesia once again held the Zone Integrity Award 2023. UI Secretary, dr. Agustin Kusumayati, M.Sc., Ph.D. gave a live speech at the Mochtar Riady Auditorium, FISIP UI. “This event was held as an effort to realize bureaucratic reform and the most important thing is that change itself is not a gift that will be given ceremonially,” said dr. Agustin. The foundation for building an integrity zone at UI is self-improvement and quality improvement by paying attention to the principle of continuous improvement.

Entering its third year, UI is committed to realizing a Corruption Free Area (WBK) and a Clean Serving Bureaucratic Area (WBBM). Head of the TREM UI Bureau, Vishnu Juwono, S.E., M.I.A, Ph.D explained that there are three faculties that have met the national assessment standards for the WBK and WBBM categories. “FKM has reached WBK and is preparing to move towards WBBM, while the other two faculties, namely FK and FIA prepared to take part in the WBK category assessment,” he said. In order to realize this, this event included panels which was hoped to increase awareness of digitalization in the context of bureaucratic reform.

The 2023 Zone Integrity Award received appreciation from various parties, one of which was MENPAN-RB, which on this occasion was represented by Prof. Dr. Erwan Agus Purwanto, M.Si. UI was appointed as one of the few universities that is concerned with the realization of an integrity zone. So far, only 7 campuses have received the integrity zone title from MENPAN-RB and UI is one of them. Apart from that, another important thing to pay attention to is the essence of bureaucratic reform. “The President’s message is not only to carry out services but also to be of benefit to the public,” said Prof. Erlan.

Learning from developed countries, services are provided easily, cheaply, quickly, and free of corruption. Comparative studies have been carried out in several countries such as England, China, Estonia, and Australia to realize the digitalization of bureaucracy in Indonesia. China’s success story in digitizing bureaucracy has succeeded in reducing the poverty rate there. In realizing this, MENPAN-RB, assisted by the Tony Blair Institute, is encouraging the government and private sectors in the transformation and digitalization of the bureaucracy which has been included in the 2025-2045 master plan.

This award event was also attended by Dr. Pahala Nainggolan (Deputy for Prevention, Corruption Eradication Commission), Ir. Mochamad Hadiyana, M.Eng (Expert Staff to the Minister for Technology, Kominfo), Andi Widjajanto, S.Sos, M.A., M.Sc., Ph.D (State Resilience Expert) and Mohamad Ali Akbar, S.E., MBA (RB Team Coordinator , Secretariat General of the Directorate General of Higher Education and Technology). In particular, Dr. Pahala Nainggolan said that universities receive special attention because they are a crucial position before entering the world of work. Universities are a hope in realizing a zone of integrity that is free of corruption and clean service. He also emphasized the importance of preventing the practice of gratification which later becomes an extension of corrupt behavior “often because it is considered an eastern culture, thanking lecturers is expressed through giving gifts. In fact, this is a form of violation of the position of a civil servant who should not receive any form of gratification,” said Dr. Pahala Nainggolan.

The highlight of the event was filled with awards to the faculties selected in the 2023 Integrity Award Zone. The Faculty of Economics and Business (FEB) won first place followed by the Vocational Education Program in second place, and the Faculty of Nursing (FIK) in third place. Vishnu Juwono expressed his gratitude for the contribution of all parties in reforming the bureaucracy at UI. It is hoped that the integrity zone predicate that UI has achieved can be maintained and improved, especially the Corruption Free Area (WBK) to become a Clean Service Bureaucracy Area (WBBM).
