As one of the oldest universities in Indonesia, Universitas Indonesia (UI) is often used as a benchmark by other universities in several aspects, one of which is related to the preparation of annual reports and legal aspects. To improve the knowledge on the preparation of annual reports, legal products, and other aspects related to the legal and public relations division, Pertamina University conducted a comparative study with UI.

The Head of UI’s Public Relations and Public Information Disclosure Bureau, Dra. Amelita Lusia, M.Si., said Pertamina University’s visit was a good step to improve procedures and services in the internal realm of the campus. “We are very happy for this visit. As our Rector, Prof. Ari Kuncoro, said, this is not an era to compete, but to collaborate as much as possible. Collaboration can be established with fellow universities, such as Pertamina University, and also with government, community, and industry partners,” said Amelita.

Amelita explained that in 2019 and 2020, UI won awards from therectorGeneral of Higher Education, Research and Technology (Ditjen Diktiristek) as the best silver and gold annual report provider. UI’s annual report is a form of collaboration between UI’s faculties and the Bureau of Transformation, Risk Management, and Monitoring and Evaluation (TREM).

In every annual report, UI emphasizes simplicity and highlights the important aspects of the report. The important aspect is the Tri Dharma of Higher Education implemented one year earlier, including education, research, and community service by UI students and lecturers.

Pertamina University’s Legal Division Manager, Christia, saw the need for this visit to broaden their horizons. This is because Pertamina University, which was only established in 2016, still has a simple organizational structure. “The aspects we want to learn from UI are not limited to the legal division, but also to other divisions responsible for legal duties and functions. This includes governance to administrative scope, as proposed in the assignment letter,” Christia said.

Since 2019, the UI Vice Chancellor has delegated the task of producing an annual report that complies with Indonesia’s report award standards. What distinguishes UI’s annual report from other corporations is the theme and layout that is customized with UI’s creativity. Each faculty and work unit must produce their own version of the annual report and UI Public Relations will process it to extract the essence of the aspects they want to highlight.

Rieke Yolanda, Head of the Legal Legislation Section for State Property Assets and UI Property, Bureau of Legislation and Legal Services (BLLH) UI, also explained the flow of making legal products such as the Rector’s Decree (Rector Decree). Decree making refers to the regulations of Law No.12 Year 2012. In fact, the technical details of writing, from titles, logos, to punctuation refer to the Law. Work units at UI have also been provided with provisions for writing Decree or letter numbering to match the format. Consideration of making the decree is also left to the legal side of the university according to the needs.

“We will review the draft decree and send it back to the BLLH leadership to be reviewed by analysts in the legal department. Our analysis of the draft decree will be checked and approved by the head of the UI legal bureau if it is appropriate. After that, the draft is sent back to the University Secretary. If it has been approved, the draft decree will go to the Vice Chancellor. The decree circulation is then adjusted to their respective fields,” Rieke said.

The visit, which took place on Friday (14/10), in Meeting Room A, UI Administration Center Building, was also attended by UI staff from the Public Relations and KIP Bureau, namely Dwika Aldila and Rizky Rachdian Salerino. The staff representatives from Pertamina University include Pertamina University Legal Staff, Jeffry Fernando, and Pertamina University Leadership Secretariat Staff, Bimbi Panjaitan.
