State Universities with Legal Entity Status (PTN-BH) throughout Indonesia held an official meeting at the Faculty of Computer Science, Universitas Indonesia (Fasilkom UI), on Thursday (21/7). The meeting, which was held via Zoom Meeting, aims to discuss the endowment fund management for Higher Education with the Ministry of Education, Culture, Research, and Technology of Indonesia (Kemendikbudristek) and the Education Fund Management Institute (LPDP) of the Ministry of Finance of Indonesia.

The event was attended by Vice Chancellor for Academic and Student Affairs UI Prof. Dr. err. nat. Abdul Haris; Vice Chancellor for Finance and Logistics UI Vita Silvira, S.E., Ak., MBA., CA; Vice Chancellor for Research and Innovation UI drg. Nurtami, Ph.D., Sp,OF(K); and Vice Chancellor for Human Resources and Assets UI Prof. Dr. Ir. DediPriadi, DEA.

The representatives from Kemendikbudristek were also present, namely the Director of Institutional Directorate General of Higher Education, Research and Technology (Dirjendikti Ristek) Dr. Lukman, S.T., M.Hum., and Secretary of Dirjendikti Ristek Prof. Tjitjik Sri Tjahjandarie, Ph.D .; as well as representatives from LPDP of Ministry of Finance were the Director of Research Facilities Ir. Wisnu Sardjono Soenarsono M.Eng .; Director of Investment Muhammad Oriza, S.E .; and the LPDP Assistance Team, Fahdiansyah Putra S.E., M.A.

In her remarks, drg. Nurtami hopes that this meeting can strengthen cooperation between PTN-BH in overseeing the improvement of the quality of higher education in Indonesia. In the midst of these challenges, there is a need for efforts to develop performance by cooperating with industry, government, and foreign partners. “Hopefully, this opportunity can elaborate ideas, strategies that we design together, as well as opportunities for cooperation to improve conditions at each other’s universities,” said drg. Nurtami.

In his presentation on the system of the Endowment Fund for Higher Education, Dr. Lukman said that the procurement of the Endowment Fund for Higher Education by LPDP and Kemendikbudristek is an effort to form world-class excellent universities. To make this happen, Kemendikbudristek established a World Class University (WCU) Analytic system. WCU Analytic can be utilized by each higher education institution to see comparisons between tertiary institutions in Indonesia and abroad. In it there are 22 indicators that become the standard for universities to compete in the international arena.

For the management of the Endowment Fund, Kemendikbudristek provided Sistem Dana Abadi (SINADI) to make it easier for universities to communicate with Kemendibudristek. “We have prepared a system called SINADI to facilitate monitoring, including disbursement by LPDP,” explained Dr. Lukman.

Through Regulation Number 11 of 2021, the government establishes a Higher Education Endowment Fund to increase the quantity and quality of budgeting for state universities in Indonesia. Prof. Tjitjik explained that the procurement of the Higher Education Endowment Fund was based on the government’s awareness of its contribution to education funding, which was still limited. The Higher Education Endowment Fund Program is targeted at PTN-BH as legal entities that manage financial assets independently.

As a first step, each PTN-BH is expected to have its own Endowment Fund and raise additional funds from year to year. The Endowment Fund’s financial accountability uses a monitoring mechanism for the use of PTN-BH funding support: PMK Number 100/PMK.02/2020 Article 9, Article 10, Article 11, Article 12. “Endowment Funds of State University can be used flexibly by PTN-BH, such as to improve the quality of Tri Dharma with international standard and WCU initiatives,” said Prof. Tjitjik.

The discussion on the Endowment Fund was also attended by Vice Chancellors of PTN-BH throughout Indonesia, including from Institut Teknologi Bandung, Universitas Gadjah Mada, IPB University, Universitas Sumatera Utara, Universitas Pendidikan Indonesia, Universitas Airlangga, Universitas Padjadjaran, Institut Teknologi Sepuluh Nopember, Universitas Hasanuddin, Universitas Diponegoro, Universitas Sebelas Maret, Universitas Brawijaya, Universitas Negeri Padang, Universitas Negeri Malang, and Universitas Andalas.
